refactor(utils): 更新异常类导入路径并添加JSON依赖

- 将 ParameterChecker 中的 FebsException 导入路径从 cc.mrbird.febs.common.exception
  更新为 com.xcong.excoin.common.exception
- 在 pom.xml 中添加 org.json:json 依赖，版本号为 20230618
- 注释掉原有的 okhttp 依赖配置项
