refactor(goods): 移除优惠券规则和运费规则的前端处理逻辑

- 删除了商品新增页面中的优惠券ID处理代码
- 移除了商品编辑页面中的优惠券规则获取逻辑
- 清理了运费规则ID的前端赋值操作
- 简化了表单提交的数据结构
- 优化了商品管理模块的代码逻辑
